Spencer Goddard

Managing Director

Spencer joined PCAS in September 2023 and is an accomplished and versatile leader with over 12 years of senior managerial experience with a track record of achieving strategic, operational, and financial objectives. 

A multi-skilled MD/CEO with demonstrated success in implementing effective business strategies, generating revenue, securing funding for projects, and driving long-term sustainable growth by utilising strong negotiating and influencing skills. 

Spencer has worked across the charity, public, and private sectors and has developed strong interpersonal skills that enable him to build positive relationships with colleagues and stakeholders at all levels.

Diane Rogers

Head of HR

I have over 30 years of experience in HR having started my career in London working as a Personnel and Training manager in various hotels. I left London in 1995 to have my son moving back to Kent where I grew up.

After a period of maternity leave, I worked firstly in HR in a large Insurance Company and then was lucky enough to secure the role of Assistant Personnel Manager for Kent Police which was an incredibly interesting and often exciting role. After six years, I left to join Kent Fire and Rescue Service as Policy and Strategy Officer where I stayed for over two years and have immense respect for both public services.

My move to social care happened in 2010 when I joined Avante Care as an Operational HR Manager, an organisation providing 24-hour care and support for people living with dementia. I really enjoyed being part of seeing how the HR department could add to the quality of the care provided to the service users and ensure staff were treated in a fair and equitable way. I was promoted to Head of HR and Organisational Development and can honestly say I loved the work i did working alongside an amazing team of people and left after twelve years.

On leaving, I undertook some work with Faversham Counselling services, in HR, again a service I have a lot of respect for, before joining PCAS in January 2023 and I'm really excited to be part of an organisation and team with such vision and passion in the work they do.

Mel Lomas

Head of Finance

I have been working within a Finance environment for over 25 years across various sectors. My career in Finance began when I worked for the National Lottery Charities Board [known now as the Big Lottery Fund] where I was responsible for the day-to-day finances, analysis of spending along with forecasting and budgeting. I later had the opportunity to work in the Finance Department at the House of Commons where I was responsible for all aspects of cash management, income, and credit control. Whilst there I volunteered to support new Members of Parliament and helped to induct them into parliament acting as a sign-post/go-to for any queries they may have with the administration process of Parliament.

My role in PCAS is varied and I manage all aspects of Finance with the support of my team, this can range from the analysis of operational output to reporting on the company’s performance via monthly reports to inform senior management and support key decision-making.

When I’m not engrossed in numbers or their analysis, I enjoy spending my spare time with friends and family and travelling and exploring new places.

Becky De Rose

Operations Manager

Becky joined PCAS Kent in March 2022, she has many years’ experience with social care, delivering care and support, starting as a support worker and progressing through to various management roles, her passion lies with improving the quality of services provided for adults with learning disabilities enabling them to achieve their goals and positive outcomes.

Pete Sell

Operations Manager

I have worked in the social care sector for almost 30 years, supporting a varied range of individuals with a learning disability, mental health, communication and emotional needs. Through these years, I have progressed from Support Worker to my current role. After many years as a Registered Manager, which included improving and stabilising services, as well as opening brand-new services, I am now able to use my experience to support other service managers.

My drive is making sure the individuals we support receive the best quality of over-arching support, along with ensuring the staff do too.
