Alac Pengelly
Head of Operations
Alac has worked in the social care field for over 30 years with people who have a learning disability and started as a support worker working to become an operations director for large corporations. Alac has a special interest in promoting independence for the people we support as well as promoting and developing teams to achieve great outcomes for the people we support.
During Alac’s leadership journey, he has safely grown organisations by developing new services and winning tenders. This has resulted in the people supported having more of a voice in how they are supported and where they live.
Diane Rogers
Head of HR
Diane has over 30 years of experience in HR having started her career in London working as a Personnel and Training manager in various hotels. She left London in 1995 to have her son moving back to Kent where she grew up.
After a period of maternity leave, Diane worked firstly in HR in a large Insurance Company and then was lucky enough to secure the role of Assistant Personnel Manager for Kent Police which was an incredibly interesting and often exciting role. After six years, Diane left to join Kent Fire and Rescue Service as Policy and Strategy Officer where she stayed for over two years and has immense respect for both public services.
Diane's move to social care happened in 2010 when she joined Avante Care as an Operational HR Manager, an organisation providing 24-hour care and support for people living with dementia. Diane really enjoyed being part of seeing how the HR department could add to the quality of the care provided to the service users and ensure staff were treated in a fair and equitable way. She was promoted to Head of HR and Organisational Development.
On leaving, Diane undertook some work with Faversham Counselling
services, in HR, a service she has a lot of respect for, before joining
PCAS in January 2023. Diane says she is really excited to be part of an organisation and
team with such vision and passion in the work they do.
Mel Lomas
Head of Finance
Mel has been working within a Finance environment for over 25 years across various sectors. Her career in Finance began when she worked for the National Lottery Charities Board [known now as the Big Lottery Fund] where she was responsible for the day-to-day finances, analysis of spending along with forecasting and budgeting. Mel later had the opportunity to work in the Finance Department at the House of Commons where she was responsible for all aspects of cash management, income, and credit control. Whilst there Mel volunteered to support new Members of Parliament and helped to induct them into parliament acting as a sign-post/go-to for any queries they may have with the administration process of Parliament.
Mel's role in PCAS is varied and she manages all aspects of Finance with the support of her team, this can range from the analysis of operational output to reporting on the company’s performance via monthly reports to inform senior management and support key decision-making.
When Mel's not engrossed in numbers or their analysis, she enjoys spending her spare time with friends and family and travelling and exploring new places.
Mel Payne
Operations Manager & Quality Assurance
Mel has worked in Health and social care for 25 years in a variety of roles and settings including health coordinator, L5 trainer assessor, and registered manager. Throughout out her time working in the sector she has had the privilege of supporting some of the most amazing individuals, all with unique needs and supported them to set, achieve and exceed their personal goals by working closely with their families and other professionals.
Becky De Rose
Operations Manager
Becky joined PCAS Kent in March 2022, she has many years’ experience with social care, delivering care and support, starting as a support worker and progressing through to various management roles, her passion lies with improving the quality of services provided for adults with learning disabilities enabling them to achieve their goals and positive outcomes.
